As the title says, is the military/NG still in DC, in the process of pulling out, or are they still fully entrenched?

Also notice. Im in washington state and I have been seeing more good posture and less drug user people shopping. I have an undercover theory. My area as so much illegal drugs flooding the neighborhood that meth face looks normal to me. Wrote a letter to govenor inslee about this with questions but never responded or answer my follow up letter.
