We have to assume at this point that the military will defend our country and our constitution from this cyber warfare attack.

After which, voting and election reforms would obviously need to be put in place so this type of attack and the rigged elections cannot happen again.

At that point, we would have free and fair elections, and voting would matter. Until then, you are right that voting does not matter in the US right now any more than it does in Venezuela.
