We really have no way of knowing. All I heard was him saying--and I cannot link to anything right now--was that he was going to sign some EAs. Being that he's a shell of a human being, I passed it off as just more nonsense from him but in a cursory search, found that there is a distinction. If they're in the FR, then perhaps they were EOs BUT, given the illegitimacy of that whole circus, who really knows? Thank you for the comment and pointing to the FR.

I agree it could all be a show (I really, really hope so). Interesting that he’s not targeted certain Trump EO’s (foreign election interference, human trafficking assets) or rescinded the emergency declaration.
