If there was some nefarious reasons for kids to be in the White House... they wouldn't have brought them out through the front door.
I think the reason for kids being there is something less weird. There were at least a hundred adults on (or around) that white structure doing something that night. Who really knows what they are doing. However, most of those people probably have kids at home. They were probably told that kids can be taken on an arranged tour of the White House while the parents were working on whatever it is they are doing.
Those kids looked like they were part of a group... and most likely associated with the people outside who may have been their parents.
THE FOOTAGE WAS FOCUSED FROM A CLOSE PERSPECTIVE, AS SOON AS THE LINE OF CHILDREN WAS BROUGHT OUT THE DOOR THE CAMERA ZOOMED OUT SO THAT YOU COULD NOT SEE ANYTHING.
LIGHTS OFF.
FIREWORKS.
