So, the potatoe's EO to end construction of the boarder wall is in be yielded to and construction has stopped.

It seems POTATUS is wielding some margin of power...is military in control?

Until we actually see multiple reports of construction stopping, and border wall layoffs (and also keystone layoffs) then I do not believe Biden is wielding power.
