They were surprised when I said I had no plans to get the vaccine. They asked, "what if it were mandatory?" And I said, "then we'd have to have a serious conversation about that." The subject was changed quickly to something more light-hearted. But it seems like they're at least considering mandating a vaccine in order to work at this office. And if they do decide that, they'll be looking for a new manager for their shipping department.

You could also point out under the Geneva Convention forced medical experimentation is considered a War Crime. This is an experimental vaccine and nobody knows what the long term side effects will be.
Are they prepared to put it in writing they will foot your medical bills if things go wrong?
Are they prepared to potentially be charged with War Crimes in the future if they force you to take it in order to keep your job?
Those things are never anonymous. If they want to know who submitted what, they find out easily.
Don't threaten to quit, which they can use against you. Just say you won't comply with illegal policies. Force them to fire you, so they become liable for damages.
