True. They requested about 800 unarmed NG. Instead, they got 25,000 armed NG - and then complained there were too many. The mayor realized she had no control over these NG and demanded that DC be made into a state and her into a governor (so she would have control).

All NG in DC are under the control of the military, since it is a federal district.
