I haven't studied Putin enough, but I have never seen him say anything that wasn't exceptionally well thought out and sensible.

Meanwhile, I could say the exact opposite for just about any public figure.

His Foreign minister Sergei Lavrov is possibly the smartest diplomat around. Really knows how to use his words , always calling his enemies his friends etc
