I cannot find any other reference or link to it anywhere. Anyone else? This was at the Capitol bldg!! I watched a live feed first. Does NOT look like anything normal!

His name is Mustang Medic on YouTube. the videos however were taken Jan 20th, not Jan 25th as I have seen put out there.
