The footage from mustang medic-lines of people in civilian clothing that he suggested might be crisis actors...I think it's more likely that they are simply employees of those govt buildings. They're being bused in since the area is closed off and having ID checked before entering the buildings. All those buses? Don't know. Probably troop rotation being that they're still guarding those buildings.
