Did Nancy Mispeak? "Not only is the president inciting insurrection..."

Listen from 1:25. https://youtu.be/7o8q1xS4P14 This shows as from today, why did she say that the president is "inciting insurrection"? It doesn't look like she tried to correct herself either.

Edit: did she mean former president?

I think she says it... but not in the context of the “insurrection act.” She simply means he is inciting insurrection, or literally “a violent uprising against an authority or government.”
