How are bills being introduced in the House when the House is not in session?

Edit:

Here's what I saw from the Congress.gov link of this post. This bill was submitted to the House on ***1-4-2021" ***. "Before 1-6-2021. Am thinking we're going to have to start accumulating these things into a timeline.
