They aren't predicting. They are planning and then following through. They are in charge, it's not that hard to make things happen on your timeline when you're in charge.
We don't even have quantum supercomputers yet, it's theoretically possible, but a functioning one that has better performance than a normal supercomputer does not exist yet, unless the military is hiding it.
The AI technology you claim also doesn't exist. We might be getting close, but we aren't there yet and probably won't be for at least a decade. I study AI and neural networks casually.
Again the military theoretically could be hiding this, but now that's two amazing technologies we have no evidence of that you guarantee are the only way this could happen. It's unlikely.
