What it is: "The Continuity of Government Readiness Conditions (COGCON) system establishes executive branch readiness levels based on possible threats to the National Capital Region. The President alone determines and issues the COGCON Level."
Similar to DEFCON except only 4 levels. Level 1 is highest.
"COGCON 1 calls for a full deployment of designated leadership and continuity staffs to perform the organization’s essential functions from alternate facilities either as a result of, or in preparation for, a catastrophic emergency."
The Shadow Government Following a catastrophic national emergency, the President, or his successor can authorize the establishment of a temporary "shadow government" to maintain control of the essential functions of the Federal Government. President Bush activated the shadow government on September 11, 2001 shortly after the second attack on the World Trade Center.
Historically the Federal Government has defined continuity efforts using the terms “COOP”, “COG”, and “ECG”
“COOP,” or Continuity of Operations, is an effort within individual organizations (e.g., Federal executive branch departments and agencies) to ensure that Mission Essential Functions continue to be performed during a wide range of emergencies, including localized acts of nature, accidents, and tech-nological or attack-related emergencies;
“COG,” or Continuity of Government, means a coordinated effort within each branch of government (e.g., the Federal Government’s executive branch) to ensure that National Essential Functions continue to be performed during a catastrophic emergency;
“ECG,” or Enduring Constitutional Govern- ment, means a cooperative effort among the legislative, executive, and judicial branches of the Federal Government, coordinated by the President, as a matter of comity with respect to the legislative and judicial branch- es and with proper respect for the consti- tutional separation of powers among the branches, to preserve the constitutional framework under which the Nation is gov- erned and the capability of all three branch- es of government to execute constitutional responsibilities and provide for orderly suc- cession, appropriate transition of leadership, interoperability, and support of the National Essential Functions during a catastrophic emergency. -Note: These are operational definitions provided to facilitate a better understanding.
8 National Essential Functions (NEFs): COGCON1: In accordance with NSPD 51/HSPD-20, the eight NEFs represent the overarching responsibilities of the Federal Government to lead and sustain the Nation and shall be the primary focus of the Federal Government leadership during and in the aftermath of an emergency.

So I think this was enacted on January 6th 2021 upon violence and terrorist attempts in DC. The procedure reads. "Evacuating the President The President would evacuate via the White House Tunnel System to the Marine One hangar at the Anacostia Naval Support Facility. His ultimate destination would be onboard the E-4B National Airborne Operations Center (NAOB), a highly survivable militarized version of the Boeing 747-200 capable of being refueled in flight.
After several days in the air, the President could choose to go to one of the Presidential Emergency Facilities"(TEXAS?!?!) The executive agency and department heads along with designated emergency relocation group (ERG) members would be transported to classified locations around the country above ground, below ground, and at sea.
Securing the nations capitol:( Fencing, active troops, Barbwire, mandatory curfews, )
"The secret evacuation plan includes a nearby fleet of specialized vans and trucks that can be dispatched on a moment's notice to secret campgrounds"( I remember seeing those videos....)

It speaks about retaining public peace and not displaying the chaos to both its citizens and the world. (I think that is why we are all watching a movie and the president didn't want to come.)
No wonder Pelosi was so eager to bring about the 25th amendment and impeachment....

I have read a good amount on what happens under those circumstances, we had a very good reasons for it to be used and it is essentially what we saw play out. It is possible we are down to COGCON 2 now but it is something I think people have hugely overlooked.
