If COGCON1 was enacted/implemented by DJT, that would cancel out transfer of power. Assume for a moment this happened, and Biden/MSM & Co decided to stage an "event" that looks like an inauguration, Biden starts doing whatever he thinks the MSM will report on, even though it isn't real. Biden/MSM, & Co are part of the charade, knowingly, because they couldn't allow the idea that DJT might still be president to survive. They have too much riding on the appearances.

5. explains both "castle rock" and "you are watching a movie" - Castle Rock being a movie production company as well as a peculiar chess move where the pieces aren't what they seem; and the fact that everyone who watched said event was LITERALLY watching a movie. Literally. Every photo/video/timestamp can be faked.
