This appears to be a final ruling for a case started BEFORE the election. An injunction was granted the 28th of Oct preventing these ballots from being counted. https://publicinterestlegal.org/blog/virginia-court-blocks-plan-to-accept-ballots-without-postmarks-after-election-day/
