The point I'm making is the boundaries that are the "District of Columbia" were marked by the use of the "boundary stones".
Given their history, and the starting point (jones point) in the South is on land not owned by the District of Columbia. How can you have a "district" if you don't own the land telling you the boundaries?
When Virginia was receded their land back, other markers weren't put into place to establish the new lines.
