I thought it was turned into a fictitious named corporation and counted as an asset against the debt of the state

Thats the idea, while at same time under this system, ordinary people are considered "Dead, lost at sea" while still living... Goes into it quite deep in the videos. A great watch if you got 2hrs to spare.
