The magazines are not inserted, look at a pick of an AR-15 and you'll see right away what's missing when you look at the guys in this video. Magazines are likely in their pockets, there'd be no point having them stand out there with rifles and no ammo but I could see them not having them inserted until their is a threat to cut down on "accidents".
