Not to be a downer but I’ve seen those buses on others’ videos on several other days. My guess is that it’s how they get Congress in and out of the capitol. Nice to see our tax dollars at work, isn’t it? /s
On Wednesday when I was headed back from a doctor's appointment, I passed about 6 buses on I270 headed toward DC late in the afternoon. Ithought it was strange that their would be bus trips going into DC with COVID
Today was the 48th annual March for Life. Some people were there at the SC in person. Not as many as in previous years.

Standard Coach Bus - 56 passengers
Large Coach Bus - 59–60 passengers
12 x 60 == 720 max
That is just 4-600 NG soldiers from 1-4 states being shipped back to their home states.
