I highly doubt the government will blackout the whole country if they even do a blackout at all! If it happens it’s most likely gonna be targeted areas. Just think of the mass panic that would ensure.

Blackouts will bring out every criminal in all of North America, besides ending up scaring people to death, when you have total control over the airwaves and internet, there will be no need for blackouts.
