I highly doubt the government will blackout the whole country if they even do a blackout at all! If it happens it’s most likely gonna be targeted areas. Just think of the mass panic that would ensure.

I don’t think blackout ever referred to electricity. That would be inhumane if planned as such. There would mass casualties. People would literally freak the fuck out.
