I highly doubt the government will blackout the whole country if they even do a blackout at all! If it happens it’s most likely gonna be targeted areas. Just think of the mass panic that would ensure.

loss of power can mean many things. Loss of administrative control would be 'power'; or it could mean the stuff that flows through your wall sockets ...
