Bureaucracies can produce rules (regulations) after law, and these get enforced. But there should be a review and if unconstitutional, they should be expunged or taken to court. Unless the courts are corrupt, which we now know without question.
Actually that's not the way it works. It's the duty of the citizen to ignore unconstitutional Laws and edicts. This ends when the people stand up and say "By who's authority? I don't have to abide by your unconstitutional edicts, I am not under your jurisdiction, I am a human, I have basic human rights granted to me by God and I will cede none of them to you. Including the right to breathe. Tell me where you get your authority to violate my basic human rights?"
There is no obligation any human has to cede their rights to the government. The catch is most humans have no clue what it means to claim your basic human rights and opt out of their jurisdiction of law. They can not mandate anything with out consent. Do not consent. This includes consenting to be your legal fiction when you talk to cops. Don't ever give them your name or birth date and they won't be able to charge you for anything. Remember they can not compel you and you have the right to remain silent. If they try and arrest you it's kidnapping and you can sue for trespass. Though you need to do more homework, one post is not sufficient. However, only you can claim your rights. Take a look at model contract that asserts your claim of right here.
