It was all good to go in about 2005-6 - why didn't they bang on with it ?
In a similar vein - Obama had a pandemic in 2009 Swine Flu ? Why didn't they bang a covid type lockdown then ?

Because Iran is a boogeyman they use, and it has its other uses for the DS. No need to attack them if there's plenty of other places while at same time use Iran to keep us plebs scared of tensions in the middle east.
As for why wouldn't Obama put us under lockdown and turn the people against him early in his first term? I think that answers itself once you think about it.
Besides, the timing of their plan wasn't ready for such drastic moves yet.
