Sure, by currently "known" technology...but they have access to unknown tech.

Who are you and I, in this regard, to say what they can or cannot do?

Off the top of my head, I can imagine a 3-D biological printer that takes a snapshot and base atoms and arranges them in the same pattern. Who knows, bro?
