I've seen a lot of evidence to support xi has been taking a very strong hold on the ccp, writing himself into the constitution, becoming more hardline.. especially with his huge push to build up Chinas infrastructure, expand naval presence in south China sea while also buying up ports in international countries.. it doesn't seem to me like hes exactly trying to be a fall guy or appear weak. But are you suggesting that he's being controlled rather than taking these actions himself?
