Every member of the EU is on the hook for a part of it, however, most members have nothing to give, should push come to shove. instead, countries like Finland, The Netherlands, Austria and Germany, are on the hook for the total amount.
The EMS, which is an extraterritorial collection agency and bank, simply can issue a demand for any amount, payable within 7 days of any member.
You do see where this is leading.
Given the popular uprisings, the EU PTB is concerned, their plans may not come to fruition. O dude, how nice: a pandemic with a covid scare.
While many member countries are running large deficits, the usual suspects in the EU, it also means that the usual suspects will foot the bill. However, this is a raw thing and does not sit well by the populations of the 4 countries mentioned.
However, since it all is in flux, it is difficult to say where this is heading. At any rate: Both The Netherlands and Germany will have elections this year. In the former country they are scheduled to happen in March, and in Germany, I belief in September for the Bundestag, but through the year in several Bundesländer.

We are waiting for the fall of the EU for some time.
It is quite clear the EU is nothing more than a financial system. Hack the system, the fall will follow.
But it is not yet time. Myanmar is interesting since EU is totally in on the democratic process. Myanmar is a Chinese Colony.
So, it must play out in Asia (read: China), before you will see moves in EU.
