What is the best/cheapest video editing application for making meme videos?

asking for a fren. preferably free if possible. my fren is broke but wants to join the war. is totally not me. I'm super rich unlike my fren who is poor. thanks fren. seriously I'm basically batman rich so, you know...free is optimal.
