Applying the normal rules of fake news, here’s what I infer:

The opposite is true. Trump will start to run a real government from Mar-Lago in a few months.
Projection: Biden is running a shadow government

Or, secret option C, Trump is running a shadow government AND running actor Biden in the fake government for the media to wake the sheep, and the military is running the real government until new elections can be held.
