I don’t think so. Pompeo’s statement seems intentionally ambiguous - as someone else noted, he said “in regards to” the military coup, not “against” it. I personally believe he is a white hat through and through. It’s worth noting that this is what the Philippines’ Foreign Secretary has to say about the situation in Myanmar:
”Foreign secretary Teodoro Locsín Jr. compared the situation to a chess move instead of a coup, stating that the CIC respects the 2008 constitution on military role. Locsín also stated not to depend on a "western narrative" when reacting to the situation in Myanmar.”
Locsin’s Wikipedia article also has a picture of him meeting with Pompeo in February 2019.
