Yes you're right--(my bad) 1933's was the "banking act". The 1913 act wasn't strong enough to withstand Glass-Steagall which created the FDIC and protected private banking from the competitive edge the Federal Reserve Bank had with guaranteed deposits. The crash of 1929 engineered by Hoover et al, set the stage for FDR to sign the 1933 Banking Act that pledged the Treasury Funds as collateral for all debt.
