Has the person that set the pipe bombs in DC ever caught?

But even if not yet identified nothing adds up making the city a military zone with all the fences, cameras, armed forces, National guard.

Looking at webcams, it appears no one is on the streets and nothing is happening .

Over reacting to what exactly???
