The spotlight to illuminate the WH only goes out when the President dies or there is a threat against it and they are trying to hide it from air craft.
They claim it is to save energy...but why leave the lights on at the other locations...maybe the White House is really empty and all we are seeing is stuff they recorded last year when Biden was hiding in his basement.
Security at the gate said it was for energy savings which is a cover story.
