Any FactCheck site instantly makes me suspicious - they have a habit of carefuly "debunking" only the weakest part of a claim. There is no link anywhere I can see in that article that points to them using paper ballots - could you help me find the sources of that claim? It looks as if its hearsay from a "Reuter's correspondant at the Myanmar bureau" which may prove to be true, but is in no way the class of proof I'd want before being confident it wasn't a misdirection...
