Could it be that these people are transported back to wherever they live and they use the lights flashing for that - not every Congressperson lives in their office, some of them must have homes/apartments.

I'm going to ixnay that ideay. If this were the case, why wouldn't it be a nightly occurrence? Or session occurrence? No one on GA has ever posted about these emergency vehicles before so to me, it seems very out of place.
