Get some high-end pro Epoxy Enamel Red and have at it. Anything other than red may be against your local ordinance; go look and paint it.

Yes, some areas the color codes denote the flow rate it can support. We have red, yellow, blue, and black ones in my area and sometimes right by each other on parallel mains.
