If military is in charge who is the top dog?

I believe this to be the case, but am wondering if the military is in charge then who really is in charge? Can't be Lalala Lloyd Austin. If this is a military operation who would be the one running it? General Mark A. Milley? I was under the impression he was a black hat.

I have no idea, but I assume there's some kind of check and balance within the FEMA / Military group. They can't have the head guy tie one on too hard the night before and then says screw it and starts pushing buttons. I'd hope they have responsibility and power divided up somehow. Hell, maybe it's Barron really in charge.
