I had an interesting thought as I continue to read through this law but first I need to know if Congress tends to pass a bundle of laws without combing through them. If that is the case this is the thought:

How many laws were snuck in there without notice that is actually detrimental to their power / to the country. This law in particular seems like one that they would've killed in they were aware of it.
