Think about it, if he had given any sort of hint at a plan, it would cause 2 of the following or both:

Besides other jobs he had, Flynn is Military Intel, of course he'll lie to keep the enemy confused. What he said around the 45:45 mark about the reporter not giving up his bottle of wine he bet someone else was more telling.
And, if Flynn is to be VP or anything in the future, he needs to stay distant from this part of the operation like Trump is.
