Th EO already existed with regards to the Insurrection Act, so I don't believe anything even needed to be signed. The military has the authority to act to defend the Nation and our Constitution.

But IF you take what Flynn said as a mirror then the opposite of everything eh said is true.

You are correct about the EO, but are missing one piece - the state of emergency declared as part of the EO. The state of emergency is what allows FEMA to take control of... everything. The FEMA powers are kind of scary, but are good and useful int this situation. Combine that with CoG, and I think you have a good description of our current situation.
