there are certainly certain persons within the military that are not to be trusted

while these DUMBs may have been built by the military there's no telling what cabal members finagle with their power to keep military away from it. perhaps certain good soldiers are ordered to guard any entrances with lethal force not knowing what "highly classified" activities are occurring. just speculating, but certainly not a stretch as one scenario
