Bear in mind how compression works. As I recall, it transmits one full picture frame only every (say) 20 frames. In between it changes only the parts that have moved and uses a "guess" algorithm to predict where that moving object should be in the subsequent frames.
So what you are seeing could be normal compression artifacts. This is why the tribunals are reputedly being recorded on film.
I've seen news broadcasts (in the distant past) where the news reader made a sudden move and left his face behind for one frame!
I know the technology exist... I have spent dozens of hours in university testing to detect them, I had a fairly high detection ability to see thru double video comparison tests. I also know that Biden has false teeth and how video compression works along with he tired experience of trying to explain how video compression thru satellite connections thru the years has led to people thinking that every odd video artifact is proof of lizard people. Yes a few moments looked odd in that video, a few facial movements, etc... but, it was nothing that I haven't seen before in video artifact compression. Far from "100% Deepfake"
