Most states have laws requiring convincted sex offenders register their social media accounts with the state.
A state can't ban a person from a social media service per a 2017 SCOTUS ruling, but they can still watch these online accounts.
My interpretation is these are "small fish" offenders that will be used to lead to bigger fish.
