I get your point, and I agree with it, but I think you've missed mine.
Governments don't grant us rights. Our rights are God-given and inalienable. Just because our Constitution wrote it in as a guarantee doesn't mean everyone around the world don't have the same rights.
The question is whether people act on it and practice those rights
OK yes, I do also agree with you. Human rights are what we are entitled to no matter what, and it's up to governments whether or not to uphold those rights.
