Most ISPs will advertise 'unlimited' but in the small print, refer to limits and throttles. My isp has tools I can use to view my usage. (basically, just log into my ISP account page). If you are reaching any limit, that may explain it.
As a somewhat related aside, why the hell does every 'citizen journalist' on the internet have to use videos to explain things!? I hate Videos because I work with people around me, and/or I'm browsing at home while others are watching TV or talking ... more anti-social to play videos than read. Also, if you want to discuss a section, you can't just copy/paste a paragraph, you have to TRASCRIBE the piece in question, or refer to timestamps. It's so much harder to challenge or discuss anything in a vid. It never occurred to me that bandwidth limits was another issue!
EDIT TO ADD - and of course, the contents of a video can't be searched like a text page can.
