A massive scale replacement of corrupt high profiles to maintain a façade for certain groups, or the public perception. Likely an actor with similar features and good makeup. 'They' could be using all sorts of technologies. Simply arresting and beheading 250,000 (hoping) evil people would be a major trauma - to people and the nation, the world. Some suggest this is theater to undo decades of major fraud and crimes against humanity, carefully disclose and unfold. A great many people have no idea, and would never understand the level of deception that has been reality for most people, most of their existence.
