the ICC has domestic offices too, The ICC is international Crime Court, based in netherlands, but has many offices in many countries. The US has signed it, but not turned in their part, from what I read its a court that has jurisdiction over anyone and their is the human rights part, and also the crime/war crime part, and then civil court also. Trump did not support being in it due to afganistan war crimes during the bush era, and was backed by many democrats, although he couldve made a deal with them, but I dont know if he would rely on them to try the cabal rather than doing it with the military since q said the military is the only way..
