I keep hearing this but dont get it?

We impeach people who are guilty and can be tried in criminal or military court? What benefit is that?

I "think" to impeach/convict Obama and Clinton would have some sort of effect on their legacy, but I don't know if it would have any criminal effect. However, depending on what they are charged with, they could also face criminal charges as well.
