I'd bet anyone that it only became an issue because the sailor is white and the purported victim is black.

Hazing and the usual monkey business is part and parcel of military life. The black dude is a carebear... should've just settled it the old-fashioned way or filed his Hurt Feelings Report to his NCO and moved on...
